Emily Otto


About me...
Having spent much of my career in U.S. military cyber and intelligence roles, I now pursue doctoral research at Johns Hopkins University’s School of Advanced International Studies as an Alperovitch PhD Fellow. My final military assignment was as an Army Captain with the Cyber National Mission Force at U.S. Cyber Command.
​My scholarship examines cyber conflict, military innovation, and the ethical dimensions of technological power, with particular interest in the relationship between geopolitics, cyberspace, and the Judeo-Christian intellectual tradition. Through my research and writing, I seek to contribute to academic and policy conversations on how states wield emerging technologies under conditions of rivalry, risk, and moral consequence.
